Woking – 24th April 2012 – SFW has signed a contract with the Environment Agency and CDC Climat to take over supplier responsibilities for the ETSWAP system from CDC Climat. The framework contract for ETSWAP (Emissions Trading Scheme Workflow Automation Project), an EU ETS emission reporting system, was initially awarded to CDC Climat by the Environment Agency in June 2010.
ETSWAP automates the processes associated with reporting CO2 emissions data for aviation operators and stationary installations covered by the EU’s Emissions Trading Scheme (EU ETS). The web-based ETSWAP system supports compliance procedures for regulators and enables them to carry out their duties in a more efficient way.
The first module of ETSWAP for reporting aviation CO2 emissions was developed in 2010 for the Environment Agency by CDC Climat with SFW as key subcontractor. Subsequent modules have been added to the scope and functionality of the system to cover static installations, such as industrial works and power stations. Further developments are underway to ensure readiness for Phase 3 of the EU ETS which will commence in January 2013.
In December 2011, CDC Climat announced its intention to cease providing certain registry services and other software activities. It therefore wished to transfer the ETSWAP contract to an organisation that could provide ongoing delivery services and exploit the intellectual property. At its current level of development, the project no longer requires CDC Climat’s involvement. SFW, which has acted as CDC Climat’s key sub-contractor for the ETSWAP project, has agreed to take on full contractual responsibility under a novated agreement. This will ensure the Environment Agency will receive service continuity as per the terms of the original contract.
